What fiction should I apply to a given real ? -- No rule. Just arbitrary.
No true/false, right/wrong.
But you are restricted in such a way as
"Would others allow me to do it, or not ?"
"Is it effective or not ?"
In particular, whether a connection between real and fiction is adequate or not depends on situation, person, culture, and so on.

Suppose someone asks you the size of a book.
If her/his concern is whether the book can be put in a bag, then you may answer by using the unit "cm". (If you use "mm", you might be thought strange.)
But in the case where making a book is on issue, it would be adequate for you to use "mm".

There is a case where it is ok for you to draw a circle by free hand, and there is a case where you must use a compass.
The word which points arbitrariness which is socially acceptable/effective is "manner".
An action of you is of good manner in some case, and bad in other case.
In particular, manners are learned only by increasing one's experience.
